Because Americans were primarily concerned about the American Falls, they were the ones who suggested that something should be done about the accumulated rocks at the bottom of the falls. It got to the point where the United States Army Corps of Engineers was called in to provide their expert opinion on the matter, which they did.

Beginning The Operation

Since no other solutions for the problem of the accumulated rocks at the bottom were thought of, the engineers decided to shut it down. This was only temporary until they removed all the rocks and earth under the water. In the summer of 1969, over 1,000 trucks carried rocks and earth to the Falls only to stop the flow and clear the area underneath the cliffs. The loads were being dumped upstream for three days.
